Sir,
After eight years' experience of the Regulations for the definition of the relations between the Governing Body and the Head Master and Staff of Queen's College, it is only reasonable to suppose that some points in the Regulations may have been found insufficiently defined.
2. I have therefore the honour to submit for the consideration of His Excellency the Officer Administering the Government the following changes, marked in red ink, in certain of the Regulations, that are in my opinion necessary and urgent; and to beg that His Excellency may be pleased to refer the same to the Secretary of State for the Colonies, by whose predecessor the existing Regulations were sanctioned.
3. (Regulation 9.):- No Inspector of Schools, Head Master or Assistant Master of any school in Hongkong or Kowloon shall be a member of the Governing Body.
(In C.S.O. Letter No. 169/1894, I was informed that "the Secretary of State has decided that all connection with the Education Department and Queen's College should cease, and that the College should be placed under the management of a Governing Body". I take this to mean that so long as Queen's College remains an independent Department, it is to be relieved of the constant friction resulting from the endeavours of the Inspector of Schools to interfere with the management of Queen's College, with a view to assimilating its curriculum to whatever he deems necessary in his own Schools. I find confirmation of this interpretation from the following extract from GR181/1894/C.O.:- "The change which is now being initiated, has been designed in Dr. Wright's...
